Based on Permenpan RB Number 90 of 2021 concerning Development and Evaluation of Integrity Zones Towards Corruption-Free Areas and Clean Bureaucratic Areas and Serving in Government Agencies, Integrity Zones (ZI) are government agencies whose leaders and staff have committed to realizing Corruption-Free Areas/Areas Clean and Serving Bureaucracy through bureaucratic reform, especially in terms of realizing a clean and accountable government as well as excellent public services. Ministries, institutions and local governments that have declared ZI to propose one of their work units to become a Corruption Free Area.

Free from Corruption Area (WBK) is a title given to a work unit that has successfully carried out bureaucratic reform well, which has fulfilled most of the process criteria for improving the lever components and realizing a clean and accountable government and excellent public services. Clean and Serving Bureaucratic Area (WBBM) is a title given to a work unit that has succeeded in carrying out bureaucratic reform very well, by fulfilling most of the process criteria for improving the lever components to create clean and accountable government and excellent public services.

ZI development towards WBK-WBBM is a miniature implementation of bureaucratic reform in several work units that aims to build a bureaucratic reform program so as to be able to develop a bureaucratic work culture that is anti-corruption, has high performance and provides quality public services.

Permenpan RB Number 52 of 2014 as amended by Permenpan RB Number 90 of 2021 concerning Development and Evaluation of Integrity Zones Towards Areas Free from Corruption and Clean and Serving Bureaucratic Areas in Government Agencies has explained that the process of building an Integrity Zone has several stages that must be passed, namely declaration, development, proposal, assessment, and determination.

The most important stage in the Integrity Zone is the development itself. Development means building integrity in government agency units through planned, massive, comprehensive, and systematic changes and improvements. Building integrity means building systems, building people, and building culture.

Building a system means building various instruments, SOPs and regulations to prevent corruption/other disgraceful acts from occurring. For example, building a gratuity control system, building Whistleblowing System (WBS), building an internal control system, and others.

Building people means building mindset government officials to be reluctant, embarrassed, and feel guilty for committing corruption/other disgraceful acts. Build process mindset not easy, because there will be reluctance and even rejection. In addition, it also takes a short amount of time with continuous habituation.

There is still a lot to do, no need to hesitate to establish yourself towards this new comfort zone. In the end, the effectiveness of the Integrity Zone is largely determined by the commitment of the leadership and all levels of employees within it. Various success story the development of the Integrity Zone in Indonesia and in other countries shows that commitment is a prerequisite (prerequisites) an agency with integrity. If the commitment is strong, then creating a clean and serving institution through the Integrity Zone will become a necessity. However, if commitment is weak, the dream of becoming an integrity zone will only be limited to wishful thinking and imagery.

The construction of the Integrity Zone is considered as role models Bureaucratic reform in upholding integrity and quality services. Thus the development of the Integrity Zone becomes an important aspect in terms of preventing corruption in government.

The Integrity Zone is a concept that comes from concepts island of integrity. Island of integrity or island of integrity is commonly used by the government and Non-Governmental Organizations (NGOs) to show their enthusiasm for eradicating and preventing corruption. There are two keywords in the Integrity Zone, namely integrity or integrity and islands/zones or island/archipelago.

integrity or integrity is defined as an attitude or culture that shows consistency between words and deeds as well as an attitude to reject all disgraceful actions that can harm oneself and their institution. As for the zone or islands illustrated by units of government agencies that have instilled the value of integrity in them.

Semarang State Polytechnic, in an effort to build a Corruption-Free Area (WBK) and a Clean and Serving Bureaucratic Region (WBBM) on Monday, January 22, 2018 held a Declaration of Integrity Zone Declaration (ZI) which took place in the Meeting Room of the Semarang State Polytechnic Director.

The main event was the Declaration and Reading of the Integrity Zone Development Pledge by the Director of Semarang State Polytechnic, followed by the signing of the Integrity Zone Declaration Charter. This event was attended by all levels of Polines leadership up to the level of Heads of Subdivisions and Heads of Study Programs.

In his remarks, the Director of the Semarang State Polytechnic, Ir. Supriyadi, MT said that the Declaration of the Integrity Zone was an effort to accelerate the achievement of the goals of Bureaucratic Reform, namely increasing organizational capacity and accountability, clean and free agencies from KKN, and improving public services. To go to WBK and WBBM, it is very important to implement this Integrity Zone declaration so that it can provide excellent service and not accept in any form that will cause corruption.

Furthermore, the Director of the Semarang State Polytechnic on this occasion said that there is no clean educational institution without integrity. "The Integrity Zone is for agencies that are committed to creating good quality public services, and it is hoped that in the future Polines will be even more qualified with professional office management arrangements and may Allah SWT always help Polines realize all the work programs that have been planned," concluded the Director.
