Semarang State Polytechnic (Semarang State Polytechnic) is one of universities which was founded with the help of the World Bank in accordance with the Decree of the Directorate General of Higher Education Number 03/Dj/Kep/1979. With the decree, polytechnics were established in Medan, Palembang, Jakarta, Bandung, Semarang and Malang. The establishment of these six polytechnics follows the existence of the Swiss Manufacturing Polytechnic and ITB which were founded in 1976.
When it first accepted new students in 1982, Semarang State Polytechnic was named Diponegoro University Polytechnic and opened three departments, namely the Department of Civil Engineering, the Department of Mechanical Engineering, and the Department of Electrical Engineering. In its development, the Department of Commerce was opened (1985) and the Department of Electrical Engineering became the Department of Electrical Engineering and the Department of Electronics/Telecommunication Engineering.
According to the Decree of the Minister of Education and Culture of the Republic of Indonesia Number 313/O/1991 dated June 6, 1991 concerning Structure of Polytechnics within State Universities and Institutes, in 1992 the departments and study programs were arranged at the Polytechnic University Diponegoro became as follows
- Department of Civil Engineering including D-III Building Construction and D-III Civil Construction study programs
- Department of Mechanical Engineering including D-III Mechanical Engineering and D-III Energy Conversion Engineering study programs.
- Department of Electrical Engineering including D-III Electrical Engineering, D-III Electronics Engineering, and D-III Telecommunication Engineering study programs.
- Department of Accounting including D-III Accounting and D-III Finance & Banking study programs; as well as
- Department of Commerce including D-III Secretariat and Office Administration.
Pursuant to the Decree of the Minister of Education and Culture of the Republic of Indonesia (Kepmendikbud) Number 175/O/1997 dated August 6, 1997, Diponegoro University Polytechnic was declared as an independent work unit (satker) under the name Semarang State Polytechnic (Polines).
The Polines Status was stipulated by Kepmendikbud Number 311/O/1998 which was updated by Regulation of the Minister of National Education of the Republic of Indonesia (Permendiknas) Number 7 of 2008 and the latest is currently regulated by Regulation of the Minister of Research, Technology and Higher Education of the Republic of Indonesia (Permenristekdikti) Number 45 of 2016 .
The Organization and Work Procedures (OTK) of Polines is regulated through the Decree of the Minister of National Education of the Republic of Indonesia (Kepmendiknas) Number 134/O/2002 which was updated with the Regulation of the Minister of Education and Culture of the Republic of Indonesia (Permendikbud) Number 71 of 2014. The Minister of Education and Culture Number 71 of 2014 then implemented internally through the Decree of the Director of Polines Number 0816/PL4.7.2/SK/2015 concerning the Organizational Structure and Work Procedures of the Semarang State Polytechnic.

VISION
In strengthening its existence as an applied university, the Semarang State Polytechnic has a vision:
“Polines Becomes an Applied University Recognized Nationally and Internationally, Able to Compete, Accountable, Character, and Ethical in the Field of Technology and Business”
MISSION
To realize the vision, Polines has missions:
- Carry out in the field of technology and vocational higher education in the field of applied technology and business virtues in character and ethics;
- Carry out and develop applied research and community service in the fields of technology and business;
- Improve the quality of institution management, by continuous improvement based on good governance.
- Improve the quality of institutional management, through continuous improvement based on the principles of good governance;
- Produce professional, character and ethical human resources; and
- Develop collaboration with stakeholders.
STRATEGIC OBJECTIVES
To realize the vision and missions require clarity on development goals, capacity building and strengthening of programs and activities. This goal is the outcome of the implementation of the duties and functions of the Higher Education Tri Dharma in the implementation of Polines, with the following formula.
- Produce graduates who have expertise in the fields of technology and business that are recognized by the industrial world through a teaching industry-based education pattern;
- Develop applied knowledge in technology and business that advances the application of technology in industry and society;
- Realize a healthy and dynamic academic, organizational, and work culture as a basis for collaboration with stakeholders to develop the application of technology and promote community independence;
- produce competent and professional lecturers and teaching staff; and
- Realize useful and internationally recognized expertise in technology and business.
STRATEGIC TARGET
Polines as the provider of vocational higher education sets strategic targets as the elaboration of strategic objectives, especially in the fields of technology, economy and business, namely:
- Improve the quality and competitiveness of competency-based graduates, develop teaching industry learning programs, new study programs and competitiveness at national and or international levels, as well as valid output data;
- Increase the publication of scientific works and creative-innovative works of the academic community;
- Improve the quality of modern higher education management in the management of education with quality institutional management;
- Increase the resources of competent and professional lecturers and teaching staff; and
- Increase expertise and role of lecturers towards stakeholders
